Why is it $38.50 to send sat scores?

I wanted to send my sat scores and when I got ready to review my order, it said $10.50 but then is added an extra $28 for something...last time i only had to pay like $9.50 and it didn't select rush order, I selected regular and checked twice. This is ridiculous!!!!
