Be Friends Or More Than Friends?

I like this boy,but he going out with an other girl,he hugs me and puts his arm around me sometimes,today he hugged me and putted his arm around me when i was crying.I like him and he like me back but he's not single,should i talk to him or don't? If i should talk to him then what should i say?
